Ok, I found the course syllabus by David Cramer. The pertinent book is

D. M. Ayers, English Words from Latin and Greek Elements, second
edition (revised by T. D. Worthen).

Never seen the book, but there are some reviews on Amazon at
http://www.amazon.com/exec/obidos/ASIN/0816508992/qid=957848268/sr=1-2/002-8776762-5197023

Also, there are some good cognate lists on the online course
syllabus, which can be found at
http://ccwf.cc.utexas.edu/~dcramer/CC306.html
