I'm wondering whether even the notion of approaching a "neutral" version of
the GNT is anything more than a pipe dream. Granted (if it IS granted) that
the UBS4/NA27 critical text is accepted by the "majority", certainly a
sizable "minority" prefers what is called the "Majority Text." Most serious
students of the GNT (as opposed to students of the NT) really do want to
see the significant variants, and I think it's the listing of variants that
makes the copyrighted editions copyright-able. This is, as James certainly
understood, NOT the forum for a discussion of textual criticism and the
likelihood of an agreed-upon "neutral" version, although the desirability
of a copyright-free "consensus" GNT may hardly be in dispute.
