The quest for fixed rules is an empty quest. The only rule that always
applies is look at the semantic structure of the text and figure it out
based on meaning.
After glancing over this example I would say that phrasing your question as
and either/or might cause a problem here. Looks to me like hUMAS is the
subject of GINWSKEIN, and GINWSKEIN hUMAS is the content of BOULOMAI. It
answers the question, What did Paul wish?
Here are two more examples of BOULOMAI + acc + infinitive. Looks like a
pattern doesn't it?
