Well, it's all done with smoke and mirrors, Harry; it's all hyptothetical,
and that's the reason why you're seeing a variety of reconstructions of
what the "larger context" is.

hOTI is normally used to introduce direct discourse only when its clause is
governed by a verb of speaking. If we really KNEW this to be a citation, it
would all be (a little bit) easier, of course.
