I think there is enough information within this context
alone to answer the question, but in case not, note in
Eph. 1:4 WHEN this all took place: PRO KATABOLHAS KOSMOU.

By defintion, the proposition stated in Romans 8 took place
BEFORE time and space, and would therefore be a statement
quite apart from time. I think Wallace's suggestion
that this use shows the certainty of the glorification is
adequate, but also more theological than grammatical.

Of course the famous example about the grass withers is not
a temporal proposition.
