It appears to me that either is permissible here.  I think the translators of 
our current versions may have selected "who" because of the action verb of 
which it is the subject.  It is easier to conceive of a person acting than of 
an inanimate object or an abstract concept doing so.  However you may be 
right in that we may perhaps permit things to come beteen us and our God.  I 
have recently been teaching on related issues and my explanation is that 
nothing less than God can remove us from his love, and that God would not.
