Per William Mounce, THE MORPHOLOGY OF BIBLICAL GREEK, Infinitive
(section 80), pp. 148-150:

"... The active morphemes are EN, I, and NAI.... They are added to the
tense stem (without augment); when used, the connecting vowel is always
E...."

Thus, E (connecting vowel) + EN (active infinitive morpheme) = EIN. I
think the key phrase of Mounce's here is "WHEN USED, the connecting
vowel is always E." In, e.g., AGAPAW and GENNAW (both written as you
explain, with A with a circumflex and N), the connecting vowel E is NOT
used, so the active infinitive morpheme is simply EN, not E + EN = EIN.

At least that's how I interpret Mounce's morphological explanation.
