[B-Greek] Figures of Speech in the Bible

Some author I read pointed out that very often Greek authors did not
speak positively(the example from Romans 1:16). I saw another usage in
Romans 15:18
OU GAR TOLMHSW TI LALEIN WN OU KATEIRGASATO XRISTOS DI EMOU KTL
Is it a common usage? I don't remember who said it.
