I'm intrigued that this lady has a rough breathing, yet by English tradition
her name is Anna. At what point did breathings begin to be marked in
manuscripts? Is the English tradition carried over from the Vulgate? What
is the likeliest cause of the discrepancy?

<sudden heavenly ray of light penetrates skull, flips back to 1 Sam. 1...>
(I don't have access to a printed LXX, but the text in Gramcord doesn't have
breathings marked on names at all.)

It's discoveries like this that make all the study worthwhile.
