I think that this may be more of an English-translation problem than one of
the meaning of the Greek; the Greek certainly means "ought NOT to cover his
head" or "should NOT cover his head." Greek negates the auxiliary in
constructions like this, whereas English negates the complementary
infinitive, so that OU DEI means "there is an obligation NOT to do X" and
OUK ANAGKH means "there is a compulsion NOT to do x"
