[B-Greek] Articular Participles

I am reading a definition of Articular Participles
(Art. Ptcs) and I would like to understand the
semantic difference better.
These Art. Ptcs can function "restrictive" or
"nonrestrictive." An example of the restrictive use
was Englished: "the mystery that was kept secret" (and
the defintion adds, and not: "the mystery, which was
kept secret,")
The nonrestrictive use is the opposite of the above.
Using another example in English from Colossians, he
shows how the nonrestrictive sense should appear, "the
God, who raised..." (and adds: not "the God who
raised")
Can someone help me with the semantics of these two
usages of the Art. Ptcs? They look the same to me,
even when translated.
