I have tried to do some a search on the EGENETO MOI construction and it
seems that it is very rare indeed, none of the parallels in BDF 409(4) have
the same look as Acts 22:6 or 22:17 (BDF: 'did Lk really write this?', 'a
very clumsy sentence'), both of which occur in the speech delivered THi
EBRAIDI DIALEKTWi (see also BDF 353(3)).

1) Why not view MOI + dative participle as an 'absolute' construction
instead of being dependent on EGENETO, after all 22:17 continues with a
normal Genitive absolute?

2) Having read professor Culy's post, the question I am left with is how he
would see a participle in a genitive absolute construction in general.

The genitive absolute construction is simply used when the subject of an
adverbial participle is different than the subject of the main verb. I am
not aware of any arguments for positing a dative absolute construction in
Koine.
