NET Bible has:

Two questions here.

1. Why is ARCIEREIS translated "priests" by the NET
Bible?

2. Does the phrase KAQ' hHMERAN every carry the same
idea of POLLAKIS, as in "again and again"? (This seems
to be the same idea being restated in 9:25.)

You are correct that this is rather curious since the text definitely reads 
hOI ARXIEREIS.  hIEREIS does appear in this section, but the verse in question 
is not one of them.
