Hi Mitch,
Obviously NET did not care to accurately portray ARCIEREIS but only to
simply convey that it was the priests ie. High priest with his sons, who
were offering the sacrifices.  I believe they sought fit to do this from an
understanding of the relevant OT passages.  In other words it was always
Aaron and his sons (hIEREIS) who made the daily offerings, or the High
priests & sons who were responsible.

Next:
>2. Does the phrase KAQ' hHMERAN every carry the same idea of POLLAKIS, as
in "again and again"? (This seems to be the same idea being restated in
9:25.)

This is a rhetorical question (no need to reply) - Does daily, every day =
often, repeatedly, frequently?  I think you will soon enough see the
difference.  So this is the distinction between the two.
POLLAKIS is something that happens on short intervals, often repeated, or
occurring regularly.

btw this is the *distributive* use of KATA (cf. Heb. LaYOM Exo 29:36, 38)
and you ought to get familiar with it since it is common. e.g.  KAT' ETOS =
year by year, every year, annually; KATA PAN SABBATON = every Shabbat; and
these I leave to you KATA POLIN (city); KAT' EKKLHSIAN; KAT' ENIAUTON (Heb
9:25).
