[B-Greek] enclitic - basic forms with or without accents

Hello!
I have, maybe stupid, question. Lately searching for something I needed, I
was asked why I wrote accents above enclitics during giving basic forms
(forms given in dictionaries).
So I checked dictionaries and now I have question.

What is the rule, if there is any, for writing basic forms (found in
dictionary) with and without accents?
In grammars enclitics are given without or with accents.

Enclitics have their own accents. When they are connected with other words
they are one unit and their accent is seen on the preceding word.
