What I think is going on here is that the association of AKOLOUQEW with the
dative is so strong that it prevents KAI PARAGONTI EKEIQEN TW IHSOU to be a
genitive absolute (as happens in verse 18 of the same chapter), yet I think
the whole construction should be treated like one.
AUTWi is indeed pleonastic.
The genitive absolute is used quite loosely in the NT.
