Unless I greatly misunderstand Carl (which I doubt) neither he, nor I,
nor anyone I can think of would care to suggest that "all" were being
baptised -- unless this is to be conceived in the sense of the teenager
who says "But, Dad / Mom everybody's doing it!" to which my mother
replied "Not everyone is doing it because you aren't." Rather POLLUS
(many) were coming and John wasn't particularly sympathetic with them.
You might conceive of his saying "What do you think you're doing coming
here for baptism? Show some true repentance!"
