For what it's worth, I used to teach the general rules for accentation when
I was teaching Greek, but I never downgraded exercises turned in for lack
of accents or incorrect accents. I do think one needs to understand how the
accents work on enclitics, how to distinguish interrogative from indefinite
pronouns, recognition of circumflexed contracted syllables which are key
for discerning the lexical lemma of a verb, and one of the most important,
the distinction between forms of the article and the relative pronoun. I
suppose it's such matters as these that Rod Decker was referring to in an
earlier response to this question.
