I believe you are referring to the Barron's "Mastering German" course, which
was developed by the Foreign Service Institute.
I bought the basic series to help refresh my German which had originally
been acquired in high school and college. In my opinion it's pretty well
done, although I can't say that I have a basis to compare it with other such
products.
I believe Barron's also makes a more advanced series for those who want to
go further with the language.

I haven't used this material, nor do I even remember the exact title or
publisher, but I remember when browsing through Borders that I had seen some
books/CDs in the language section that had a considerable number of CDs and
were touted as being used by the diplomatic service to learn the various
languages. I thought at the time that they looked intriguing, but as always
I have many "must haves" which crowd out the "would likes."
