Michael,
Wallace's book is bigger and is arguably more comprehensive. It is easier to read and there are many accessible examples. Porter by contrast is much more brief, having a 10 or 15 page chapter on each major verb form with a few examples each.
These things being said I find myself agreeing more with Porter than Wallace in terms of the verbal aspect question.
Get both!!
I think however as a reference for a second year student, if I were only able to have one, I'd get Wallace because it's a little more comprehensive.
