Jim, my dissertation was on elders.  I do not have it with me, but I feel
that the word could be used both ways.  As I recall, BDAG mentions a few
authors for each side.  Certainly, of the three NT uses, only Phlm 9 could
mean ambassador.

In his commentary on Philemon, Peter O'Brien suggests that "presbeuths" can 
also mean "envoy" or "ambassador".  As proof he offers a few LXX 
passages.  Does anyone know if "envoy" or "ambassador" is a proper 
rendering of this word outside the LXX (in contemporary Greek literature).
