[B-Greek] Ephesians 3:16 EN = EIS ??

Zerwick has an article in his Biblical Greek volume (lesson 110) where he
discusses the blurring of
meanings between EN and EIS in NT books. He draws out the point that it is
a variance from the
standard way the Vulgate translates EIS (as synonym to EN).and that this has
clear implications for
the text in Ephesians 3:16.
I'm wondering if some of you Big Greeks would be interested in elaborating
on this
concept for us little Greeks? I'm wondering what evidence is really there
to suggest that EIS may be coupled
to Rest or Motion verbs and what implications can reasonably be drawn from
that evidence? AND how does
that concept impact the translation of this verse specifically.

Further, Robertson says that this phrase resonates with Romans 7:22 and 2
Corinthians 4:16. Does
that necessarily affect the meaning as he seems to imply, or is Zerwick
correct in leaning on Jerome's
understanding?
My bottom line is this: Who is right here: Zerwick or Robertson and what
does that mean for the verse
Practically?
