My understanding on this subject is that the primary verb ESTE controls the 
time.  Present "you are".

Then the perfect passive SESWSMENOI  gives the condition of the "is": "having 
been saved"  Together Paul is saying the readers are presently in the 
condition which is the result of their having been saved.  Their present condition is 
Paul's focus in this sentance.
