You then qualified that question by constricting the possibility of meaning to one of the following:

If you consider the context both before and after verse 4 it would appear that the matter that characterizes your constriction is not addressed; at least not directly. So, for me, I would return to your first question and then respond with 1. a possibility 2. a suggestion
1. TELOS GAR NOMOU...?
TELOS here might be something akin to perhaps a building or a freeway, or an education that have been undertaken in order to be accomplished. Much has been done and accomplished in the interim but one finds that in the end there is not a completed building, freeway and no one has graduated. TELOS GAR NOMOU speaks of "the thing itself" i.e. the building(that can be occupied and utilized)..the freeway (that can be entered and actually driven on)...the graduate (that can be employed and be productive). NOMOU (all that is characterized by the law; all that it is and speaks to) has now seen it's equal and the issue of that for those who are having a ZNLON QEOU is for them to drop that which hasn't brought about TELOS NOMOU and get some of that which has brought about TELOS NOMOU.....CHRISTOS. This, as the rest of verse 4 explains does not speak to whether the law still exists or continues but, that if they acquire CHRISTOS, that acquisition and what it is will move them..take them into DIKAIOSUNHN...this is to the ones that are actually being persuaded of the same...PANTI TWi PISTEUONTI.
2. Before reaching any conclusions or asking other questions that may not be spoken to by the text in Rom 10:1-5...give careful consideration to the placing in that text by the author, the 4 GARs found in verses 2,3,4,& 5.
