[B-Greek] 1 Tim 1:1 implied verbal

1 Tim 1:1 contains
PAULOS APOSTOLOS CRISTOU IHSOU KAT EPITAGHN QEOU
(My recent questions and these from 1 Tim are the
result of reading some Greek diagramming works. I hope
my questions are not too many. I've been learning
Greek on my own and this is really my only source of
instruction.)
The diagram has KAT' EPITAGHN modifying APOSTOLOS. It
seems to me that the prep. phrase would modify a
verbal idea, and that what it could modify is an
implied verbal adjective like Paul uses elsewhere. For
example, would it be more accurate to supply some
verbal adjective like KLHTOS and have the prep. phrase
directly modify it? I guess there could even be an
implied finite verb.
