I think you are talking about the "New Linguistic and Exegetical Key to the Greek New Testament", here's a link to the book's description on Amazon:
http://www.amazon.com/New-Linguistic-Exegetical-Greek-Testament/dp/0310201756
It's a useful tool, especially for beginners (and I'm enough of a beginner to still use such tools). It is *not* an Interlinear, but it does explain the hard parts of any passage, explaining what you probably don't understand. I don't actually use my Linguistic Key - it's good, but it's big, and it spends a lot of time on exegesis when I mostly want help understanding the nuances of the language.
So personally, I prefer "A Grammatical Analysis of the Greek New Testament":
http://www.amazon.com/Grammatical-Analysis-Greek-New-Testament/dp/8876535888/
Also, Robertson's Word Pictures in the Greek New Testament can also be helpful along these lines, as can a good Greek-based commentary.
For the Book of Acts, there is a *superb* tool that really describes the grammar in depth: "Acts: A Handbook on the Greek Text "
http://www.amazon.com/Acts-Handbook-Mikeal-C-Parsons/dp/0918954908
I notice that Culy also has a book on 1John, 2John, 3John, which might be easier for a beginner. I haven't seen this, but here's the info: "1, 2, 3 John: A Handbook On The Greek Text"
http://www.amazon.com/1-John-Handbook-Greek-Text/dp/1932792082/
As for your other questions, if you have a good way to search the Greek text, you don't need Strong's. If you can read a real lexicon, you don't need Vine's, but IMHO it can be useful for people who can't read any Greek.
Hope this helps ...
