Your statement regarding PROSMENW will not stand to scrutiny.  In 1 Tim 1.3 we find

KAQWS PAREKALESA SE PROSMEINAI EN EFESWi POREUOMENOS EIS MAKEDONIAN, hINA PARAGGEILHiS TISIN MH hERODIDASKALEIN

Note the absence of a dative object here.

On the other hand, APOTASSW in its 6 occurences in the NT has a dative object in 4 of 5 occurences (omitting the passage under discussion).  The one instance which lacks a dative object is in Acts 18.21 -- three verses down the road from our passage.  It would take it that the dative object is then supplied by the dative object of 18.18 which we just left (temporarily) out of the discussion.  When Paul and others left they weren't waving "bye-bye" to thin air.

aside 18:18). When the verb is a participle, it is a dependent clause (verbal phrase):

One thing that I hinted at but did not make clear is that while APOTASSW may have an optional dative
object, PROSMENW requires an object in the dative, at least in the NT. There may be
a few cases in other literature where it occurs without object. There is one in the LXX at Jdg 3:25
where the location is easily inferred from the previous words. But the pattern for PROSMENW is for
the verb to be followed by a dative object.
