[B-Greek] Discourse Analysis - Luke 6:20, 24

In Discourse Analysis as proposed by SIL, one of the first steps is to turn the text into propositions. To do this, all events are expressed as verbs and implicit information is made explicit. I am working through Luke 6:17-49, the Sermon on the Plain. To turn the beatitudes into propositions, I would rephrase them in this manner: 

Luke 6:20b
GNT - Makarioi hoi ptwcoi
Eng -  Blessed are the poor
Proposition - God has blessed the poor

My question is how to handle the following 'woe' section

Luke 6:24a
ouai humin tois plousiois
Woe to you who are rich

Question #1 - Is God the implied subject as in the blessing section--God will bring woe upon you who are rich?

Question #2 - How do you turn 'woe' into a verb? God will bring horror upon you just doesn't seem to convey what the original is saying.
