As I sent the last message I realized that there is a fault in my  
reasoning.
If hOI PLUNONTES is the subject, the verb -to be- does not make sense but 
should be something like- to have-.  They will have authority.
Maybe hH EXOUSIA  is the subject and the authority will be theirs (AUTWN.)
But then there is no predicate in the nominative.
