Have you looked it up in BDAG?  That is the basic meaning of the word there.

1)as adj. pert. to being dedicated or consecrated to the service of God, in a cultic sense dedicated to God, holy sacred. B) of humans and transcedent beings.  of human beings consecrated to God, holy, pure, reverent.
