It would help to have the relevant text:

Luke 11:7 ... HDH hH QURA KEKLEISTAI KAI TA PAIDIA MOU MET MOU EIS  
THN KOITHN EISIN ...

I think you've hit the nail on the head. BDAG lists Lk 11:7  under  
EIS 1.a.delta: 	δ. of a position within a certain area be at, be in,  
be on EIS is freq. used where EN  would be expected.

And yes, this is indeed another illustration of the proposition that  
the Koine Greek of the NT is a language in flux: both archaic and  
advanced usages and forms are present.
