[B-Greek] Conditionals

Two questions.
1.
Why is the apodosis of a conditional sentence
considered the main clause? I can't think of two more
co-dependent clauses then conditionals. If A then B
really says nothing about A or B independently. It
ONLY says something about B given A.
2.
1 Pt 3.14 has: EI KAI PASCOITE DIA DIKAIOSUNHN,
MAKARIOI.
"The use of the optative means that the speaker views
the premise as future (undetermined) with less chance
of fulfillment than that of a third class condition."
Concerning "with less chance of fulfillment," does
this mean that the likelihood of the Protasis ever
occurring is portrayed as being less likely to occur
than a 3rd class? I am assuming that with either a 3rd
or 4th class conditional, the apodosis is certain if
the protasis occurs.
