Here are my suggestions for some initial words for a Koine-Koine
lexicon. I have tried to include a range of words: nouns, adjectives,
adverbs, conjunctions and verbs. I have not included any words which
are 'controversial'; just words that occur frequently and that most on
the b-greek list have a 'solid concept' of.

Your suggestion for concrete is well taken.
There are several issues, of course, that go into a dictionary,
even after one chooses 'monolingual'.
Firstly- the scope. Even if one says 'basic language', it MUST go outside
of the GNT and BDAG. BDAG is a random crosssection based on a rather
limited corpus. I would suggest using 2cBCE-2cCE as a starting point.
Secondly, one must differentiate kinds of entries.
Some words are more basic than others.
For example, above, IEREYS above is a subset of ANHR and
is to be distinguished from IEREIA (which is not in BDAG).
But IE'REIA turns up in by-forms "supersynonyms" IERH and IERIS.
Plutarch, 1-2 c CE, priest of DELFΟI, has both of the latter ΛΕΚΣΕΙΣ.
(And IE'REIA must be distinguished from IEREI'A "sacrificial festival" 4Ki
10:20 [=Hb 2Ki].)
I would suggest starting with a grid of the most basic words before
building up and around.
Thirdly, one must distingish the audience. Exhaustive, unabridged, is
good, but a difficult place to start. A learner's Greek-Greek is much
more practical. For such a dictionary, one should probably decide on
about 1000-2000 primes that would be used in defining further words from
outside the 1000 primes. Those 1000 primes would need to be done first
and must include the most basic, central meaning(s). Pictures are good
for some of these. Video clips are great for some: DRAMEIN ~ TREXEIN.
(Yes, dictionaries in the coming generation are not necessarily limited
to still pictures. But we will want a print-only edition, too.)
Fourthly, the LEMMA must be chosen. Personally, I think that the primary
lemma for most verbs must be the TO AORISTON APAREMFATON RHMA.
From up above that would be

Sixthly, as can be seen at the end, some good practical
tables are necessary to complement a dictionary for a
learner, BDAG is not sufficient on this. Nor LSJM.
Nor for that matter are Smythe or Goodwin. It gets messy
with some of the common verbs and nouns εν τη κοινη.
Seventhly, the above would need massive expansion in
a comprehensive Koine-Koine. This is not a simple
undertaking but generational. LSMJ was not done in one
generation.
But a practical, basic Koine-Koine is a desideratum before
the massive one, or before an intermediate one.
Incidentally as I reread the above, I see that the lemma
δουναι immediately leads to a more precise reading of
Acts 20:25 for the student. The openendedness of the
APAREMFATA is clearer. Hopefully, that will 'ring true'
with several on the list, lights will come on. Current
pedagogy is sometimes about as backwards as can be
imagined. And this does adversely affect learning, fluency,
and feeling/'sprachgefuehl'.
