I have never seen TIS used in the sense your author seems to desire. I've
never seen anyone argue that it does have such a sense in 1 Cor 9:22. As
far as I know, there is no support for such a usage in any lexicon to which
I have access, not even Strong's, which so many people like to cite as an
authority when they have odd ideas about what the text really *should* mean.
So, though I wouldn't want to judge too harshly without seeing more context,
the claim as it stands seems to have no merit...
