I'm really surprised no one has mentioned the Tyndale Unicode
Keyboards (for both Mac and PC) —maybe somebody did and I missed it.
The package includes the Cardo font and both Greek polytonic and
Hebrew keyboards, and transliteration for both languages. The Hebrew
one includes vowel points and accents. And not only is the Cardo font
very nice looking, it works well for both Greek and Hebrew. Very handy
if, like me, you want to use Greek and Hebrew/Aramaic script in the
same document. A keyboard chart for both languages is included.

Those keyboards are designed to keep you forever OUTSIDE the
respective language communities. Is that what you want to lock
yourself into, or your students?
Neither keyboard paid any attention to either the Greek typewriter
keyboard or to the Hebrew typewriter keyboard.
So 'free' is already too expensive. The national keyboards are already
free.
