The text you seek is probably Abot 1:1 in the Mishnah. H. Danby,"The
Mishnah, 1933, p 446 translates the verse as follows:

"Moses received the Law from Sinai and comitted it to Joshua, and Joshua to
the elders, and the elders to the Prophets; and the Prophets to the men of
the Great Synagogue. They said three things: Be deliberate in judgement,
raise up many disciples, and make a fence around the Law."

"The Mishnah A New Translation", 1988, by J. Neusner, p 672, translates
the last clause thus: Make a fence for the Torah."
