You might want to try my annotated listing of versions available on the

Not all of these are public domain, though some are. On-Line Bible, for
example, has Stephanus - 1550, Scrivener - 1894 and Westcott-Hort. I assume
that these are public domain -- there is no hint on the site of who the
copyright is held by if not. They also have NA26/27 (with no apparatus, of
course), which is definitely not public domain.

The On-Line Bible (like the Original Greek New Testament at OliveTree) is good
for searching and accessing via the web. For downloading onto your own
machine, the place to go is Vincent Broman's site -- lots of texts, several
public domain, all requiring alot of effort (unzipping, formatting etc.).
