To be full of grace does not necessarily mean to be able to dispense grace.
When we receive the fullness of the Holy Spirit in baptism, we are all
full of grace and are capable of passing the grace of God onto others when
we do good works. In this sense, Mary is merely the first of all the saints.
Does that answer your question?
