Here is a Greek question, who is speaking in Enoch 9:4 KAI EIPAN?

From R.H. Charles' edition:

9:1 Tote parakuyantes Micahl kai Ourihl kai Rafahl kai Gabrihl, outoi ek tou
ouranou eqeasanto aima polu ekcunnomenon epi ths ghs. 9:2 kai eipan pros
allhlous fwnh bowntwn epi ths ghs mecri pulwn tou ouranou. 9:3 entugcanousin
oi yucai twn anqrwpwn legountwn Eisagagete thn krisin hmwn pros ton uyiston.
9:4 Kai eipan tw kuriw Su ei kurios twn kuriwn kai o qeos twn qewn kai
basileus twn aiwniwn o qronos ths doxhs sou eis pasas tas geneas tou aiwnos,
kai to onoma sou to agion kai mega kai euloghton eis pantas tous aiwnas. 9:5
Su gar epoihsas ta panta, kai pasan thn exousian ecwn, kai panta enwpion sou
fanera kai akalupta, kai panta su oras.

There are two possible answers to this:

 "MICAHL KAI OURIHL KAI RAFAHL KAI GABRIHL" are speaking

or

"OI YUCAI TWN ANQRWPWN" are speaking.
 
Note that this ambiguity was felt in ancient times since one of the
Syncellus fragments provides a solution to the question: "OI TESSARES
ARCAGGELOI EIPON (see Sync.2 in M. Black Apocalypsis Henochi Graece, p.23).
But another Syncellus fragment leaves this "solution to the problem" out.
Not much problem guessing which is the original reading.

The Aramaic fragments in 4q202 are very fragmentary and lack the critical
information needed to resolve this question. The translations of the Ethopic
by Charles and Laurence take divergent paths on this question. But this is
not a question about the Ethopic edition.

So, based only on the Greek text shown above, (this is a Greek question!!)
how would one resolve the problem? Who is speaking?
