IMHO spraying or drenching tea on mulch works just fine.  The beneficials in the tea do great in mulch, especially if it is the kind that fosters the same dominance as is in the tea. Worms pull the mulch into the soil, deposit some of it in their dens etc.  The soil foodweb will distribute your tea!
