Interesting question about heaters...as I have just started a little effort
on that question myself, AND at this point I am limited to a 5 gallon
bucket.

A quick web search found a number of heaters without thermostats (that have
the capacity to go way too high) and one great unit that does it all at $189
I believe it was. So now I am wondering what might work well at a
"reasonable" price with my KIS brewer.

I am not normally brewing in a heated space for a variety of reasons and
using preheated water is not very practical and would not keep the right
temp through the 12 hour cycle, etc. in the cool season.

Yet I have a need to apply tea even in months when normal outdoor temps
(where I am brewing) are impractical for brewing. Any tips/links/suggestions
will be greatly appreciated.
