Federal Register ?!?

Kirk, you are jumping the gun by about five elephants
and two growing seasons.

CTTF -> NOSB in April 2004 -> public viewing & comments ->
NOSB in August 2004 -> NOSB text to NOP -> NOP regulatory
re-write of NOSB-CTTF -> OMB to verify regulatory
language -> More NOP -> who knows what else -> then....
placement into Federal Register as an amendment to
the NOP federal law -> more processes.... and so forth.

This is my sense of the process, but it's probably
missing pieces. 

I think that Jeff is referring to sewage sludge and
pathogen tests. Yes/No. 

Fyi, information crosses back and forth between sewage sludge
and compost over when it comes to EPA standards, pathogen
levels, and testing procedures.
