What kind of legal right does an appointed gov agency have to restrict the rights of free speach awarded us by the US Constitution? If compost juice does something must we hide what it does from a hungry world to avoid persecution. What a rotten way to face a government that is the instigator of massive errors than we are gonna have to pay for.

And why would we want to go there?
Now, the EPA has changed their language with respect to "bio-pesticides", and now want to include anything that competes with, inhbits, takes food away from, or performs a predator - prey interaction.
Which means, folks, that you are going to have to register your cats and dogs as bio-pesticides.
Oh joy.
