Fungi need a surface to grow on, and rock powder, dust, flour, whatever you
want to call it, provides surfaces.

The mineral powders are micronutrients that the fungi can solubilize.

If the tea, or soil lacks some micronutrient, then addition of that nutrient
will result in growth, where before it's addition, the organisms would not
grow.

That is the practical application of Liebig's law. Add the limiting
nutrient, and growth occurs.
