Judy - I found a site that described the reaction of H2O2 with
things like bacteria.  Oxygen is given off, but only at the expense
of carbon compounds (like bacteria, etc.).  At first pure H2O2 added
to water for common 3-6% solutions makes a weak acid HOO- and H+ and
so it is reactive. 
It is good though for "cleaning" leaves of unwanted organisms (like
small insects and mildew)if properly mixed with acetic acid but I
don't know the ratio of the two.
