bird control

one of our dairy research units is within 5 miles of downtown
raleigh, and the pigeons like to come out and eat the cow's ration
and pick the grass seeds out of the soil before germination.

it is causing major problems.

i've heard that Avitrol is a pesticide which has a label to
discourage birds from feeding in an area. does anyone have better
ideas on how we can "legally" control them.

thanks
