Manure and Silage

A producer is having a problem with malfermentation in his grass silage.
Some cuttings and fields seem to ensile just fine while others do not.

He has used various silage preservatives (don't know which ones) without
consistent success. As I understand, about 75% of his silage turns out
fine, while the other 25% is pretty bad.

His question: Are there guidelines, or research and experience, relative
to how long he should wait between manure application and silage harvest?

Does the manure residue cause fermentation problems? How about pathogenic
problems?

Could poor fertilization produce grass low enough in sugar to cause the poor
fermentation?

TIA
