Try calling the New Hanover County Building Inspections Department. I
don't have number handy, but it's in Wilmington, North Carolina, area code
910. They had a task force on this issue, and I believe they have issued
a report, although I haven't seen it. I know Joe and others have been
involved with them. 
Based in part on that work, the NC Building Code Council now requires
that all EIFS applications be of a "drainable" type, which is consistent
with Joe's writings on rain screens. Final regs on what constitutes
"drainable" and what the test standards are have not yet been adopted,
but at least several manufacturers of EIFS systems have come out with
"drainable" systems.
