I've built several houses with Pella Low-E insulating glass, including my 
own.  I currently have two homes under construction with these windows.  
There is no recall, as far as I know. I used to be service manager for 
the Wisconsin Pella distributor (ten years ago), and still maintain a 
good working relationship with Pella. 

The snap in interior storm is called a "double glazing panel". It is 
available only on Pella's Designer series, which is substantially more 
expensive than the Proline series, which has the low E IG. All of the 
hardware and sash/frame construction is the same in the two series: the 
only difference is the glazing options and the number of sizes offered.

The low E IG technology is common throughout the window industry. Its 
only potential weak point is that the metal channel connecting the two 
layers of glass can act as a thermal bridge in very cold weather, causing 
edge condensation. However, my years as service manager taught me that 
the unsealed air space in the DGP system has far more potential for 
trouble than the IG. 

Sounds like he's trying to sell you an upgrade.
