Title: BOOK INDEXING BY COMPUTER
Abstract: Libraries and information centers are under increasing budget pressures exerted by rising costs, on the one hand, and user demands for immediate access to materials, on the other hand. These pressures are creating renewed interest in developing objective criteria for selecting materials, particularly journals and other serials which represent an increasingly large proportion of the materials budget. it has been proposed that the potential use of a journal in a library be considered as one criterion for its selection and, further, that the frequency with which the journal is cited in the literature be the measure of the journal's potential use. This study investigates the relationship between the citation frequency of scientific journals in the Literature and their actual rate of use in five biomedical research libraries. The extent of the relationship found in the study provided the basis for drawing conclusions about the reliability of using citation frequency as a journal selection method. The secondary objective of the study was to compare three bases of selection: citation count, librarian’s selection, and random selection in terms of their effectiveness in identifying journals of high library usage. The test journals consisted of 97 journals which were most frequently cited in the Science Citation, 41 titles proposed by personnel in the libraries included in the case study, and 31 titles which were randomly selected. All the test journals were held by the participating libraries, which included the Medical Research library of Brooklyn, the Library of the College of Physicians and Surgeons of Columbia University, Yale Medical Library, Francis A. Countway Library of Medicine at Harvard University, and the State University of New York Upstate Medical Center Library. The use of frequencies of the test journals were collected in the participating libraries throughout the semester. Use counts included circulation, interlibrary loan, as well as in-house use including photocopying. Citation frequencies were obtained from the Journal Citation Reports prepared by the Institute for Scientific Information. The comparison of the library use and citation counts of the test journals showed that: 1. A journal's citation count is related to its frequency of use. however, the impact factor of a journal, defined as its citation count adjusted by the number articles published in it, is not related to journal usage. 2. in 72% of the test journals, a high citation indicated high use while a low citation indicated low use. 3. In comparing three methods of selection (citation count, librarian's opinion, and random selection), it was determined that first and second methods performed equally well in identifying high-use journals, and both performed more effectively than random selection. Additional tests not eh data collected showed further that the number articles published in a journal is related to its frequency of use that the prediction of journal usage based on the number of articles published is about as accurate as citation count (72%). The additional precision gained in predicting high-use journals by using citation counts is small compared to the effort required. Tests were also performed to determine whether certain factors could explain why some journals which were highly cited were not highly used and, vice versa, why other journals which were not highly cited were highly used.
